What's the solution? I have parents in their mid seventies who put thereself at risk whenever they leave their house. Their "neighbor" has 2 pit bulls. One on a chain and another on the loose within the yard. The fence that keeps the dogs in check is about 4 to 41/2 feet high. There is an area of fence which is lower than that.
