Whenever a politician wants to score quick points with a particular voting block, they write up an extremely vague and unenforceable bill or one that has no chance of passing in reaction to something that's getting negative press. Short of putting yourself in a witness protection program, it's difficult to keep that info from eventually getting to whoever really wants it.
