There have only been a couple of instructors over the years that haven't been law enforcement. One was the long-time PT/DT instructor. I think all of the instructors now have been in LE in one way, shape or form, from retired CIS military, to troopers, to deputies, to a variety of city police. All of the instructors in the Louisville office have been cops, mostly from Louisville/Jefferson County.

And think of it, for Louisville, the lawyers teaching in basic, for the most part, haven't been cops, so what they teach is useless? (Maybe it is, I don't know, in Richmond, half of the lawyers teaching HAVE been sworn officers, and the rest have a lot of experience in the criminal justice system.)

Remember, most folks who go through basic haven't been doing the job for 7 years, how was it that you were, by the way? Were you a sheriff's deputy who wasn't required to go through a basic before?

The basic issue, why does Louisville find it necessary to make lateral officers repeat what they have already had? If it was a matter of learning new, Louisville-specific, material, it would ba a different matter, but isn't what they give them. And by doing that, Louisville is making it clear that what they got before isn't good enough - see my point?

If Louisville was serious about hiring laterals, they'd start looking at why they find it necessary to recruit in Detroit to get laterals, while other jurisdictions in Kentucky seem to have no problem attracting quality laterals, both from in and out of the state. The people I know that have come from out of state, and who ended up on the vicinity of Louisville, have told me (I asked) that the two biggest reasons they give for not going to Louisville is that 1) they don't feel they should have to be treated like basic recruits again and 2) it takes way too long to get an answer. Several who did apply to both were already through the process and out on ride time by the time they got the first call back from Louisville. This happens, I suspect, because Louisville won't hire laterals individually, they require a class, and that means that they can't hire year round. Someone who decides to move to Louisville probably wants or needs to do it quickly.
