Here's the question - if there was a mandatory evac - why weren't they evacuated earlier? Kind of hard to charge nursing home operators for not evacuating, and not charge other people who didn't evac people in their custody. What was their plan? Did they follow it? I don't know what happened in the NOLA jail, but just the fact that they were there during a hurricane points to a problem. Yes, I know it is a pain to evacuate 6,000 people, but ... there should be a plan for moving prisoners if need
