When will the killings end?

Because, even in the worst areas, the scumbags are still the minority of the population. I live in one of those areas, and I've been asked, why don't you give the police information? If I had it, I would give it, trust me - but since I don't associate with the scumbags, I don't have any information to share. And when I have chanced upon information, finding a way to pass on the information is pretty much impossible. I understand the tipline, but any information I might get would need to be passed on immediately, and trying to do that in the middle of the night is simply impossible. I sent an email to my new district major over a week ago, which a question, and I've yet to get a response. (And I know how the email addressing works at LMPD, and it hasn't bounced, so I assume it was received.) Keep in mind, there is nothing on the city's website that gives a clue who you are supposed to contact via email - not even a "district contact" for each of the districts - which sort of seems a no-brainer to me. Email is the way to contact people nowadays, why doesn't the agency have an email other than the "webmaster" email?
