That's the 100K question. I don't have the answer, but as a suggestion, re-assess everything in the department. Nothing should be sacred, no idea too strange to consider. As a start: Assess who is being "selected" for certain assignments? Why are experienced cops being overlooked for assignment to flex/detective positions and officers with only a couple of years on being selected instead? Why are command staff being moved around, AGAIN! Why are so many officers assigned to non-street positions?
