It is taking 40 minutes to respond to loud music complaints because, thanks to Jerry, the police department is short on manpower. Officers are dispatched to calls for service based on the type of priority. For example, a burglary to a residence, an alarm activated or an auto accident all take priority over a call for loud music. With one officer, sometimes two on weekends, patrolling a 5 to 10 square mile radius (sometimes larger in suburban areas) it is diificult to be at all places at all times.
