Simple answer - use Richmond's facilty (already paid for by Jefferson County taxpayers) for the 16 weeks, bracketed by in house training. Then you can piggy-back recruit classes and turn them out much faster.
And use the Louisville DOCJT facilty for in-service more, you don't HAVE to do all (or any, for that matter) of the regular in-service training either.
Let training concentrate on LMPD specific training issues.
And just out of curiousity, what did you expect them to do with Corrections?
