This is a good program. Probation & Parole Officers can not be with the offender 24/7. Help from other Police Agencies, friends, treatment groups, church & family have kept many on Probation or Parole from reoffending. Ignoring criminal behavior and hoping it will change has proven not to work. Providing structure, guidance, and direction works for some but not all. We cannot determine how many people are not victims because of this program but ask one of the victims if we have done enough. I have
