We do need a parolee database. All parolees and probationers are technically inmates who've been conditionally allowed out of prison, so why don't they just make them carry inmate ID's that have their release conditions on the back? Or better yet, make them all wear some kind of distinctive hat or shirt. The lawyers might be worried about that kind of thing, so we should let one of Jerry's after-hours buddies design it to make it as fashion-conscious as possible.
