If you watch what happens in the police department real close, you will see that Slug Hamilton is really running things. Why can't Chief White get rid of some of his imcompetent majors? He didn't pick them in the first place. Hamilton and Turner did. As to Metrosafe, its a joke. But at least that way Slug Hamilton can't cause too much damage.
