If I were really that worried about the new case law of other states, I'd be a lawyer. In the absence of any other charges, just cite them with Harassment until someone takes the law off the books. Citing them into court may waste enough of their time and money to make them think twice before cussing out the police the next time. Taking someone to jail for most misdemeanors is a waste of time anyhow.
