I think Officers can tell the difference if a carload of thugs from Ohio are going to a family gathering or cruising. Certainly we could not inhibit family and friends coming in from out of town. But, with the community involvement, as well as plenty of advertisement in advance, we could stop the vast number of trouble makers from ever entering the cruising area.
