Louisville's Mayor and Police Chief go by the "Fair Chance Rule". You have to give the perpetrator a fair chance before you shoot. A Police officer can only fire their weapon after: 1) The Perp runs over the police officer. 2) The Perp shoots, stabs or hits the Officer in the head with some object. That way they can prove to Louis Coleman and Christopher X and all the rest that they genuinely care about the safety of "all our citizens"
