People usually do the best job they can, but sometimes people have "bad days" and sometimes they don't have enough training or experience to deal with the situation properly. In regards to the radio room, the dispatchers should ride with whoever they're dispatching for a month before they ever sit behind a microphone. Not everything can be learned in a classroom or from 2nd hand stories. Experienced street Officers or Sergeants should be assigned to the dispatch room, actually monitoring the radio
