I saw something on the news that Louisville pays out millions to settle lawsuits - particularly with regards to police wrecks - which makes me wonder - what are they being taught that an officer thinks it is OK to run at a high speed without lights and sirens - is that taught - and if the officer IS taught to do that (as I hope) and is found not to have done it - in violation of law - then why are
