When the number of arrests goes down, so do the instances of use of force and complaints. Captain Cannabis knows this and that is why he has created a work environment in which no one wants to be proactive.

I agree that the numbers can be read in any number of ways, so why don't we compare the numbers that matter and see how the relate.

Let's look at the number of arrests from each year and compare those to the number of complaints. You will probably see and inverse ratio because training doesn't generate numbers, contact with citizens and criminals generate those numbers.

Also I think you will see that there are plenty of complaints being filed, unlike coleman says, people still file complaints and this administration will discipline an officer when he is wrong, and somethimes when he is not or that the ammount discipline seemed unwarranted for the opffense committed. The fact is a bogus complaint is a bogus complaint. Each and every complaint is investigated thouroughly and the Chief decides if discipline will be handed out.

Sometime people have a beef with the police and they just make crap up. I remember one time a lady called in and said I drove past her, saw that she was broken down, saw that she was black and kept on driving.

Whether she did this to be malicious to me for locking up her babies daddy or maybe she just got the wrong car number, I don't know. I know that it was investigated, I did have to give a statement, but the judges docket proved I was testifying in court at the time the incident occured.

Two officers on our department have been accused of rape in the past. In both incidents the administration immediatley took action by suspending their police powers and taking them off the streets while a thorough investigation tool place. In both instances IA actually took out warrants on the "victims" for making false claims against the officers. Unfortunately the officers suffered, their families sufferred and they lost income that cannot be replaced because of those bogus complaints. The first Officer sued the tramp that made the complaint and won a $40,000.00 judgement against her.

I guess the point of this is that the system isn't perfect, but if someone has a legitimate beef, it will be thouroughly investigated, and you can count on Chief White handing out discipline, sometimes it seems like he hands it out like holloween candy. You can also be certain that if it is false, baseless or the witnesses don't cooperate that the officer will be cleared of the charges.
