After Mattingly Verdict, Memo Asked Officers To 'Lay Low'

October 10th, 2004 @ 12:03AM (20 years ago)

Listen to what? The sounds of trash cans being thrown or windows broken. What this community need is a strong police presence. I'm all about first amendments rights but when you want to act like an idiot instead of a citizen then you should go to jail. People in this community are scared of riots and such. They want a police force that will aggressively and fairly enforce the law in such situations. That is not what they have here because the fear in the community is reflected in the fear the police administration has for such disturbances. It is not the rank-and-file officers who are scared. If they thought for a second their chief would stand behind them they would clean this city up quickly. You should have idiots afraid to act as such for fear of going to jail. Instead you have a police administration in fear of antagonizing these idiots by lawful enforcement against their actions. What is wrong with this picture Lousiville? Major Wiley should be replaced with a commander who will order their officers to aggressively/progressively patrol one of the highest crime districts in the county not "lay low" Though since she is the current commander there that helps me to understand why the crime continues to be so high in that part of town.

We all know that nothing will happen to Major Wiley as she is one of the chiefs cronies. If if was a Sgt or Officer who said they needed to do this they would have been written up and suspended for not doing their job. I hope all the officers who are wanting to get out of her control can do so before she makes another stupid move that will get them hurt or killed.

More likely there was no REPORTED crime because the officers were following her idiotic order for fear of being suspended or fired. The law abiding citizens in the 4th district probably chose to "lay low" themselves as they are used to the police department's passiveness during turbulent times as these. The victims or witnesses of any unreported crimes more than likely are fearful of becoming the next statistic on the city's skyrocketing murder rate if they talk to the police. Major Wiley whatever you need to say to help yourself sleep at night is not our business. However, when you place it in a memo or it shows up in the local media than you embarass us all.

Your first mistake is believing that Chief White is a leader because he is not. He is an appointed thug ruling the police department like a dictatorship. Second, you know why he is allowing her to do such things and that is because he appointed her. He will never remove or demote one of his commanders especially one that is a female minority. To do so would be admitting to a mistake. Admitting to mistakes is very uncharacteristic of White. He usually prefers to blame others.

Alot of departments have general orders that state you must diligently patrol your area. Does Louisville have this and if you do, isn't this Major in violation of that order by ordering the officers to violate it? Why isn't your chief holding her accountable for her actions?Watching from a neigboring state.

This is the same chief that refused to issue a mandatory written reprimand to major wiley for an at fault automobile accident. That's right boys and girls, Major Wiley had an at fault rear end accident and received no written reprimand for it. The chief, against the mandated reccomendation of the accident review committee, did not deem it appropriate to write the good major up. Wonder how many patrolman he broke the rules for?

I believe we need to step back and think things through before making harsh judgements based on emotions about our command staff. "Walk a mile in their shoes", so to speak. They are trying hard to work with what they were left with in the midst of a complicated merger. They are also fighting to bring character and discipline to 2 departments that were not well managed in the past. Yes transition is hard, ask lexington, but in the end we as LMPD officers will be glad we stayed the course.

Major Wiley

While your memo made sense, it is because that it isn't safe to patrol or aggressively police becasue of Chief White's moronic decisions and becasue the department is 130 Officers short of dull strength. With the rise in crime, especially in your district it is obvious we need more police doing aggresive enforcement now more than ever. Too bad we don't have the people available to do it.

Ah yes, I opened the curious journal this morning and what did I find? Our Mayor on the front page along with the dope dealers and protesters saying that the Chief was right to fire Mattingly. What else did I see? I saw the head of government here in Louisville denounce the verdict and stand by his lackey Chief of Police by stating that McKenzie had no right to do the things he had done, that there were other options available to him, funny the jury didn't say that, but Jerry Bob, the kings of armchairquarterbacking surely didn't prejudge this case before it went to the jury.It is obvious or at least it should be to the citizen's of Metro Louisville that we have a Mayor that with no backbone that will hold a press conference with the dope dealers but has nothing good to say about the Law Enforcement professionals that work round the clock, every day to keep this community safe.It is obvious that Jerry Abramson is the problem. We should look at getting him out of Office, because that will alleviate the second problem automatically.

To whom it may concern:I would say that it concerns the City of Louisville as a whole. This is not only sending a message to the district with the most problems, this is sending a message to the nation, that if a few bad killings, shootings, incidents happen in their city. That the police or local law enforcement will back down and only go throw a neighborhood when they are dispatched. Just think about it, it could be that one time when you could save a life, but choose to follow an order that was given to you. Just to try and get the public to believe that an officer in your department skipped just about every level of force he was taught. That should really raise a red flag for those of you in a leadership position. I believe that the department is back stepping as fast as they can and eventually they will fall. What happened to IPC skills, unarmed self defense? What happened to the basic. I do believe that our thugs and crooks should be scared of the police. But not our children. Believe it or not I have an 7 year old son who can read just about every word in the memo that the Major wrote. What can I tell him? He is going to wonder and he is going to grow up as having a bad perception about police. Luckily I am a full time police officer and I have taught him better than that. I think some people should really think before they write something that will affect the whole city not just one area. Those of you who are officer's under the Major's command. I asked you as a fellow police officer and as a soldier who has been in combat for this country prior to becoming a police officer, to do what is right. Go back to those values that were instilled in you from the Academy. I believe the Major needs to revisit those values. I think that she has probably earned her position and served her time to get where she is at. But you never forget your values. I do apologize for the bad grammer. I am just steamed at the whole situation. My heart goes out to the family that lost a loved one. My heart also goes out to the officer who had to result to deadly force. I truley believe that as long as I am protecting the publice, that I make it home at the end of my shift and that no one shoots at me and that I do not have to even pull my weapon from my holster. I believe that I have done my job. Your presence should be enough to scare the living daylights out of someone who is doing wrong.
