One of the whistleblowers said they take direction from higher-ups and civilians, kind of like the unit charged by the feds for the Taylor raid.

He also said the more experienced agents take most of their day to day orders from political guys trying to brown-nose their way up the career ladder. That's remarkably similar to LMPD command staff. He also said the majority of them roam around spying on people without any probable cause involved, rather than doing real criminal cases.
