You could argue that individual Sergeants in PSU and PIU knew too, but everyone's always known they don't exercise independent judgement in those units. They do what their Lt tells them, who does what their Major tells them, who does what the Chief tells him. It's not like writing speeding tickets on 264. Everything gets approved by the top of the food chain in both PSU and PIU.
