Nobody needs to come up with another dime or hire another tow truck driver to fix this problem. 1. Change the ordinance to say that after a car's been abandoned 3 days, it's fair game for anyone to take and dispose of at the scrap yard. 2. They can tell everybody with a tow truck in the city to come get all the abandoned vehicles already taken by metro and offer a random drawing to see who gets what car.
