It won't be up to Metro. AG Cameron has the prerogative to take over Metro's defense against DOJ civil rights allegations. He can raise in court DOJ's culpability for the crime in this city after many years of dereliction of duty. That would make a nice headline for 2022.

If a good lawyer's able to poke a needle in their balloon in a trial, it often pops.
They're known for routinely overcharging to keep people in jail and broke. It makes defendants unable to afford to fight them all the way to a jury trial. It costs millions. Unlike the average person, Kentucky can afford to fight them in court.
An example of how they work is the January 6 defendants. They've gotten their bail denied for months by hitting them with multiple felonies over trespassing and disorderly conduct, which puts the defendants out of work to financially break them. They've told defendants they can't possibly have a jury trial until next year even if they want one now. They hope to get felony plea deals so they can keep their stats up without having their evidence or informants leading the riots scrutinized. The leader of the "Oath Keepers" militia never even had his house searched and is under witness protection according to media reports.
