The smart move would be fighting the Justice Department in court until the next Republican administration comes in. Anything going to the Supreme Court will take years to get there. By that time, Biden and Garland will be long gone and a Republican will drop the case. If they don't, then they all get to explain why they aren't overreaching far beyond the legitimate scope of the US government's enumerated powers before one of the more conservative Appeals Courts and Supreme Courts in recent history.
All of these cities have had crime increase, costing many additional lives from all the murders. yet the federal government continues doing these decrees. The choice for cities is a lot like that of a woman being held at knifepoint in the parking lot of a mall. You can either get in the van to avoid being stabbed, or you can run and avoid being put into the handcuffs, gimp mask and cage in his cellar torture chamber. Cowards always get the worst outcome possible. Sometimes you just need to throat punch the -sshole, which in this case means hiring much better lawyers than their side has. They aren't hard to find.
