First thing you need to realize is you're an ignorant mouth virtually flapping your gums d-ck who doesn't know anything about policing, networks or computer security. Once you get that down, the rest is easy.

The location of trucks moving shipments of your favorite cheap wine to that liquor store you frequent is not critical information. The location of every police officer is critical information?

Why, you ask? Because not every police run is about a homeless guy taking a pee on the sidewalk. There are very dangerous people who spend weeks or months planning armed heists to steal millions of dollars worth of merchandise who travel the country. They want to know exactly how long they have to do a robbery before police show up and what route to take in eluding them. There are many organized criminal groups so skilled at what they do, the FBI never lays a hand on them.

These people have the resources to hire other criminals over the dark web to hack into a network-connected vehicle. Hackers can break into just about anything thanks to "zero day exploits" if you have the money to pay them.

Democrats don't really care about crime being low. A lot of them actually like crime, maybe because they're into doing drugs like a lot of them have been their whole adult life. Others are into frequenting prostitutes or taking bribe money under the table.

The officers of LMPD should vote down the contract until that's removed.
