I left out an important piece because the #1 thing that has to be fixed right now is the misguided LMPD leadership. There isn't any leadership. That social worker hired from Atlanta isn't helping. The best she'll be able to do is pick experienced leaders below her, provide them necessary resources and access to outside expertise and delegate all the authority they need.

After that, it comes down to motivating officers again. You must use both the carrot and in some cases, the stick. Most will respond to a turnaround among the leadership because people don't usually sign up to be police just to sit in a parking lot waiting for runs listening to the baseball game on their phone.

Those who have picked up bad habits will have to be trained out of those habits. You can hand out days off along with awards related to apprehending criminals. You can move better officers to division detective positions. You can tell the truly lazy officers that they'll be directly traffic at schools or handling all the report writing so the productive officers can spend their time on more useful things. If they're bad enough, you can even fire them for cause.

Before you can do any of that, you have to fix command.

Pretty soon, at the rate we're losing officers, we won't be able to turn anything around. Patrol Divisions or anything else. So sad.
