If you want crime to go down, then tell your Majors they'll all be Lieutenants soon if they don't turn their divisions around and give them the freedom to do what they think can be done. Move all the detectives to divisions except for the handful working directly for the feds. Make 1 Major totally accountable for everything in every division. Demote all the do-nothing Majors.
