He is referring to 2 women who were killed by officers when they turned into their path in separate traffic accidents. The two officers were both speeding around 30mph over the limit. Neither were charged by the commonwealth attorney. A democrat.

If that had happened in a neighboring county having Republican prosecutors and Republican judges, then it's possible if not likely they'd have been charged with something because of the speeding involved.
