The reason they consistently get the threat assessment wrong is politics. It's written up by civilians. Civilians government employees are mostly democrats. Democrats believe the main threat is anyone on the right, not middle eastern terrorists, not China, not organized crime, or anything else. That's why they downplayed Al Qaida before 9/11, downplayed ISIS before it seized control of much of the middle east and north africa, completely ignore the highly organized and well financed nature of leftist radical extremists setting fires to courthouses, and terrorizing the population in pursuit of political agendas.

Don't be shocked when the media is forced to suddenly stop talking about the so-called insurrection because something catastrophically bad happened because of a genuine threat that was downplayed. The government has a long history of intelligence failure because they take their eye off the ball for partake of some bullsh=t, like search warrants on MAGA people who stood and watched from the Capitol lawn.

Here was the government's list of top threats in 1999, when Al Qaida had pilots learning to fly planes in Florida so the could murder over 3000 Americans.
