You can't stop a violent crime syndicate with recent college graduates, ex-accountants, ex-computer people, ex-nurses, ex-lawyers or anyone else whose prior work experience was in a relatively benign environment led by people having a similar background. Once you go a generation without having people on the street doing truly dangerous work against truly dangerous people, you quit having people around who can train or lead the next generation. That's where they are today with the exception of some ex-police SWAT and combat veterans, who they have too few of.

LMPD has a similar problem. It's not hard to hand someone a detective badge and some khakis. It's very hard to teach them how to get convictions against anything more than petty street criminals if there's no one around who remembers how to do that anymore who can train or lead them. People can see trees, but no forest.
