Bike patrol would work on small, high crime beats if they got good electric bikes that can go about 30 mph. The criminals couldn't hear you coming. Expecting someone to pedal all day isn't going to work for anything but tourist police downtown, because they're just guarding and don't really have to go anywhere fast most of the time.

Otherwise, it's a luxury that an understaffed department like LMPD can't afford. She should talk about something realistic. The problem with people who've spent the last half, or more, of their police careers in offices sitting at desks, or in front of cameras, is they have little connection to the realities of policing. They are more of a politician than an officer. This is because politicians hire them as political appointees. They pick political Majors and command. Back when Louisville had two well functioning police departments, the politicians could only really screw up the chief's office, since the Captains were promoted through a merit system.
