You're too fixated on Arrest Warrants. You really know very little about working an investigation and gathering evidence to secure a conviction. It can be a slow and methodical process, filing arrest warrants is one of the last steps. I don't know any police officer who pulls the cart before the horse by immediately filing an arrest warrant, especially when there is no rush to do so.

"Was just defending himself." Defending himself from what? Defending himself from readily identifiable police officers who knocked and announced their presence and intent to execute a search warrant?
