Search warrants almost always precede arrest warrants on drug cases, even if they know someone's guilty based on other evidence. This is true in law enforcement everywhere.
Glover admitted she was "hanging on to his money" on the jail phone after she was killed. She rented a car in 2016 that someone was murdered in. When the homicide detectives went to her house in the early morning hours, Glover was there. She was obviously a part of his operation. Having drugs or no drugs in her house isn't proof of anything, when these kinds of people go out of their way to keep drugs apart from money and keep drugs out of their own homes.
I personally would have done a terry stop before the search on her and Glover, detaining them off the street through a vehicle interdiction. Holding them incommunicado until we got everyone. Midnight no knocks are so 1980s.
