The boyfriend should've been criminally charged for Taylor's death. He's the one who provoked the situation and made it all happen, resulting in the tragic outcome. If not mistaken, the KRS says something about if during the commission of a felony (intentionally discharging a pistol at police officers, for example) and a non-participant in the crime dies or sustains injury, the suspect can also be charged with causing that person's death or injuries.

Correct, the clock on rendering aid starts when there's not a perceived threat. The question is about after the threat ended and officers were inside the apartment. I don't have the answer to that. It's a question the prosecutor and PSU would both look at if they're doing their job right.
