In the months leading up to the official start date of the city-county merger, if memory serves correct, it was actually some "experts" from UofL who were given the task to draw up the boundary lines for the metro council districts. There is no reason to doubt that they probably resorted to a few old tricks to gerrymander the boundaries and number of council districts, to ensure a favorable outcome for constituents who are most likely to vote for Democrat candidates.
