Democrat mayors hire politicians in a uniform, not a real chief as the role was traditionally defined. They are too dirty to allow any agree of independence and they want to use the police as a social work agency. Their party doesn't believe in law or order. They believe in either political whims or mob rule, depending on the situation. Laws require some degree of consistency, which gets in the way of taking care of them and theirs while burning down their political enemies using the power of the government.

Whoever the Chief is, they will not go any better than anyone since Robert White. This city is too full of stupid voters to fix itself.
