The Metro council has no constitutional or statutory power to prescribe the manner in which either officers or individuals defend themselves. They also do not have any power to prescribe what types of force is or is not allowed. That's what the state legislature does, not some rinky dink city council appeasing their criminally inclined constituents. You are officially called out, corrupt metro council.
