To solve a homicide without an admission and convict someone of murder you almost always need an admission or a witness. Making a case based on evidence works on TV but in real life it gets charges watered down to a few years before parole at most. Witnesses have good reason to not trust that

1. police will ever be able to arrest the suspect

2. that the suspect won't get bonded out

3. that the suspect will be convicted of a crime that sends them to prison

4. that the police will keep the witnesses names confidential or

5. that the suspect or their associates won't take revenge on them

Back when homicide rates were low it was mostly people who knew each other well and clearance rates were higher. Police frisked frequently and criminals didn't want to get caught with a gun. There was a very active street crimes unit. The criminals all had their turf marked out and nobody got into as many disputes. Today the situation is criminals routinely carry guns, are unafraid of anyone trying to search them and gangs are fragmented little groups constantly having gun battles.

A lot more of the younger youth have hardened killer mindsets. Some social worker should ask their parents and teachers why that is.

The 21st Century Obama policing platitudes and earlier generations of liberal pseudo-academic spewage have done nothing to address the problems. There's something much deeper wrong with the urban low income communities than any social worker or psychologist can fix.

It's much the same in narcoland south of the border. Lots of mexican youth involved with heinous murder and even demon worship. Young hitwomen bathing in the blood of their victims then taking glamor shots on instagram. Louisville's not that far gone yet, but the ministers in the west end need to get back to their core business of promoting Christianity if they actually want to save their community. Mexico is the land of demons. It could happen here too.
