Federal law defines rioting as a felony and citizens have the power to do a citizens arrest for any felony. That's enough justification for citizens to detain the rioters at gunpoint until police arrive and to use reasonable force in executing the arrest. Citizens arrest statute isn't limited to only felonies under Kentucky law, but includes any felony under US law.

When they show up at your house or in your neighborhood, you can either act like the sheep, Greg Fischer style, or be the sheepdog.

KRS 431.005 (6) A private person may make an arrest when a felony has been committed in fact and he or she has probable cause to believe that the person being arrested has committed it.

18 U.S. Code § 2101. Riots (a) Whoever travels in interstate or foreign commerce or uses any facility of interstate or foreign commerce, including, but not limited to, the mail, telegraph, telephone, radio, or television, with intent-- (1) to incite a riot; or (2) to organize, promote, encourage, participate in, or carry on a riot; or (3) to commit any act of violence in furtherance of a riot; or (4) to aid or abet any person in inciting or participating in or carrying on a riot or committing any act of violence in furtherance of a riot; and who either during the course of any such travel or use or thereafter performs or attempts to perform any other overt act for any purpose specified in subparagraph (A), (B), (C), or (D) of this paragraph-- [1] Shall be fined under this title, or imprisoned not more than five years, or both.

The Castle doctrine allows the use of deadly force in situations where you are attacked in your vehicle or your home. These rioters found that out the hard way.

When the nurses and doctors quit going to work in downtown hospitals due to the danger, will the city, state or federal government act then?

It's even more shameful that Mayor Fischer and his top brass already had a small army, otherwise known as the Louisville Metro Police Department, to use with immediate effect. This outrageous nonsense could've been quelled or significantly mitigated at the end of May, but now here we are in August with no end in sight. The Mayor has had more than two months already, to either take charge or allow more capable people to handle the situation, but yet he still refuses to do anything.
