Many have lots of ex-military members and train on squad tactics that SWAT doesn't even train on outside of closed spaces. A lot of the others are hunters who can shoot longer distances than the average soldier trains to shoot. They routinely gather in groups of 50,000 to 150,000 for 2nd amendment protests. They may be reluctant to join in protest festivities, but if bullets start flying in the east end or south end, there's no way they will pass up that party and it will be to late for the Mayor, Chief or any of the others hiding in offices to do anything but beg Trump for active duty troops. Dandy Andy doesn't have more than a company or two of part-time troops trained for that kind of situation and it will be a drop in the bucket.
