That was them taking the 5th on the advice of counsel. Every chief has always been sued on a continuous basis by somebody for the last 20-30 years. It never prevented them from talking at a hearing. The city and insurance pay all those bills, even if they get sued personally.
It was probably a smart move on their part on a personal level, but there's no reason for any of them to continue working here while taking the 5th. This isn't communist china where everything can be done in secret even if it goes horribly bad like this search did.
The US Attorney has played a part in their opacity by expanding the definition of rule 6e to include anything the department obtained. That's a false interpretation and they know it. The only thing that is actually restricted by 6e from public release is DOJ or FBI-obtained evidence, not police department evidence.

The reason they refused to speak is they would have to admit they are directing a stand down against NFAC.
They would have to admit its being done to promote a race war among the population that Democrats cynically think will give them power in America.
