Countries in a state of civil conflict like the US currently is in always have a division of loyalties between everyone inside their government at all levels. All the judges in confederate america rebelled against the US too. There are few that remain unaligned. Nearly all take a side early on.

People like this judge make it obvious whose side they're on. It's not the side of the nation he swore loyalty to. The orders of disloyal public officials must be ignored by those remaining loyal to the country.
