There was more than enough to stop, detain and question him and call backup to dig up whatever he just buried. If the scheme is bury drugs to avoid being caught with them, how's anyone in either house going to destroy any drugs?

The reason detectives today fail to achieve results is they try to follow a script written by Lts and Majors who were mediocre at best when they were doing the job. It's not limited to narcotics either.

Look at homicide's clearance rate. Their former Lt used to go on TV whining about how west end witnesses didn't talk to police as if it was that easy back in the day. The west end has always viewed police as the enemy and rioted when they decide the 1 black person killed by a white is worthy of it, when the other 70 blacks killed by blacks weren't.

The main reason crime is up is LMPD doesn't have a rapport with the law abiding or any small time criminals who owe them info. There are a dozen reasons why. That consultant will offer none of them. If you don't know people hanging around outside on your beat by their first names then nobody will solve or stop anything.
