Future Mayoral candidate David James is an example of what the council is today. Someone who talks a big game about how bad the chief was and then does everything in his power to make sure the next chief remains a servile minion for the Mayor as the last chief was.

Conrad was a well known commodity within LPD and LMPD before his first day as chief. He was a Deputy Mayor wearing a uniform doing the bidding of the Mayor and allowing the Mayor to distance himself from all things police as he micromanaged the police through the chief. He did an excellent job of fooling most of the world that he was making the big decisions himself when in fact it was the Mayor.

Future Mayoral Candidate David James may not have liked the current Mayor's minion, and will stick him with the blame for everything he can to protect his party, but he will expect the next chief to be just as minionlike.
