Interesting the LTC that received a city settlement commanded the 138th FA HHB Soldiers that were involved in the shooting. The LTC was profiled as a homeless man at Mid City Mall a few years back a nd was arrested but was then "unarrested" upon validating his story. Officers never filed a report, and all was captured on mall security cameras. This was the first big issue Conrad had to deal with. The LTC did not blame the officers involved but went after the Command and Staff for ignoring the issues
