Splitting up the county would make a lot of sense. The old city has nothing in common with the old county districts. That's not just a political thing either, but includes religious vs hating religion, opposite social views, basic morality, loyalty to the country and every other category I can think of. It's not that the southern and east sides of the country all all the same, but a very different kind of melting pot than the old city, which resembles something straight out of a 3rd world country
