They have a hard time understanding that nobody is actually entitled to kill anyone and that it's the job of police to make arrests that prevent them.

We haven't had a Mayor since Harvey Sloane in the 80s who went against that rule. It was more or less the same before Sloane-Dotson arrived since at least the 60s when the democrats went from beating the colored folk to appeasing them with great society socialism and crocodile tears to buy their votes.
