Civilian review boards have limited powers because they aren't sworn law enforcement personnel. Their powers have always been weak because of what KRS says, so obviously Fischer likes that idea better than the alternative being proposed right now. The metro council wants sworn investigators in a new office outside of LMPD to handle some of what PIU is doing today. That would be completely legal under KRS 15.520. Its a good idea since PIU has always been too beholden to the chief of police to function.
