This incident is the inevitable direction that LMPD has been taken on since Conrad arrived, with people in spots who have no idea what they're even doing. Conrad's done nothing but make LMPD weaker since the day he 1st reorganized patrol in 2012. Getting rid of sectors meant there was nobody on the street held to account for crime in specific areas.
