People want to blame "the police" for everything when it's usually a few responsible for the vast majority of the stupidity. It's a lot like how a small percentage of society commits most of the crime. If you put the wrong guy in charge, he picks the wrong people and they in turn pick the wrong people, all of whom make the wrong decisions.
