People want to blame "the police" for everything when it's usually a few responsible for the vast majority of the stupidity. It's a lot like how a small percentage of society commits most of the crime.

If you put the wrong guy in charge, he picks the wrong people and they in turn pick the wrong people, all of whom make the wrong decisions. They run the good people out through their sheer incompetency and bullying and pull wrong people up the ladder.

The chief has a problem trusting the average Joe or Jane because he demands total obedience to the Mayor's political whims and his own sense of what should be done. He relies on the old "friends and family plan" for extended families of officers in his house mouse network. They get put into spots they're not really qualified to hold because they're loyalists or will feed him info on what's going on inside the unit. Chiefs are usually political animals but the successful ones still manage to put competent people into critical spots most of the time. That hasn't happened here.

All the angry citizens are forgetting that they had all the information they needed to pick a better Mayor and Chief. Dumping of thousands of rape kits in storage rooms instead of processing them as evidence, impeding an investigation into child molestation, allowing systematic overtime theft and much much more in the news of the last 8 years. They instead took a pass in the last election and are only stirred to anger after someone gets killed. Police try to pull swerving DUIs over before they kill someone and voters should do something similar in the future.
